Water kiosks: Green or dumb?

This is a kiosk on Montana and Piedras that sells water to refill 5-gallon water jugs for water coolers. I'd seen them outside the supermarkets but never as a stand alone at a street corner. I just can't decide if they're green or dumb? Help me!

On the one hand, it's good that you are refilling a bottle instead of buying disposable bottles, but on the other hand, why not drink water from the faucet? Is there any reason to have those water coolers in your home?
